Regression : 'Connecting' Text is seen Black color in connected Wi-Fi page of chrome://settings

Issue description

Chrome Version: 62.0.3202.63/9901.49.0 Beta-channel Daisy,Candy and Reks
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://settings page -> At 'Network' section click on Wi-Fi -> select Connected Wi-Fi network
(2)Now click on 'DISCONNECT' and again click on 'CONNECT'  -> Now observe 'Connecting' Text is seen Black color (Please refer screenshot)

Expected: 'Connecting' Text should be seen in Green color
Actual: Instead 'Connecting' Text is seen Black color 

This is Regression issue as same is working fine in old chrome://settings

@stevenjb : Please confirm the issue

Note: Issue is also seen on latest M-64
