Non-Regression: Unwanted flickering is seen in Notification

Chrome Version: 62.0.3202.63/9901.49.0 beta-channel Daisy,Candy and Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign into user >> Download any sample PDF(Eg: http://www.pdf995.com/samples/pdf.pdf)
(2)Now on notification, click on the dropdown beside now continuously
(3)Observe the flickering below 'Show in folder'

Expected: When clicked on dropdown, no flickering should be seen
Actual: Instead, flickering is seen below 'show in folder'

This is a Non-Regression issue seen from M-62

Note:Issue is not seen in Linux,Windows OS

Sorry, comment #2 was wrong since this issue is not on ARC-notification.

Tetsui-san, could you take a look? I didn't observe this issue recently, so I assume this is already fixed by recent your changes.

Status: WontFix (was: Assigned)
I couldn't reproduce the issue on 66.0.3344.0.
I'm not 100% certain but I believe the issue is fixed at some point.
