What steps will reproduce the problem?
(1) In the Windows display settings set scale to 125%, 175% or 225%.
(2) Open any menu (e.g. https://www.w3schools.com/tags/tryit.asp?filename=tryhtml5_select_form).

What is the expected result?
Menus should show borders on all sides.

What happens instead?
Menus are clipped. There is no border on the right and bottom while the border on the left and top looks to thick.
