Merge to M63: Change some GetStats metrics aggregation period.

Because main clients will now poll the getStats at a higher frequency, we need metrics to be aggregated over smaller window.

Landed in chrome here: https://chromium.googlesource.com/chromium/src/+/4e84f67daca11ec5aaabc07ca95024fa8425580c
which was included in 64.0.3243.0

This change doesn't affect user at all.
