TabCaptureApiTest.ApiTests extremely flaky on Mac 10.9

As of build #46249, TabCaptureApiTest.ApiTests has failed on 50% of builds. Disabling.

First flake seems to be at https://build.chromium.org/p/chromium.mac/builders/Mac10.9%20Tests%20%28dbg%29/builds/46194, i.e. ~2 days ago, at that time with a lower frequency.
