Gesture should be disable in 123&Symbol layout for Latin.

Platform 9592.9.0（official build) dev-channel link test 
Firmware Google_Link.2695.1.169

Steps:
1.Switch to any Latin keyboard, e.g. US
2.Switch to 123/Symbol layout
3.Slide finger, e.g. slide finger on '7','8','9'keys

Actual:
Floating window "yo" pops up.

Components: -Blink>Editing>IME UI>Input>Text>IME
Route to UI>Input>Text>IME, it seems keyboard issue rather than Blink issue.
