Selection bubble doesn't appear at properly position by touch.

Chrome Version:63.0.3239.9 (Official Build) 4e280fc118ef968a7faaf87ddfd1f4c3cd6fa3bb-refs/branch-heads/3239@{#38} (32/64-bit)
OS:Windows 10(Touch device)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://version/
(2)Select/deselect the text via tap/touch multiple time and observe touch selection menu.


Actual: Selection bubble doesn't appear properly after selecting text.

Expected: Selection bubble should be properly displayed after selecting text.

This is a Win 10 touch device specific Non-regression issue seen from 'M45' series i.e 45.0.2404.0

Blink API offers selection coordinates but where we should
 pop menu up is windows UI matter.
