Unable to reproduce the issue on windows 7 & Mac 10.12.6 using chrome reported version-61.0.3163.100, latest stable-62.0.3202.62 & Canary-64.0.3247.0 as per the above information.

No flickering observed when user scroll down facebook newsfeed with mouse.

Could you please check the issue by upgarding chrome to latest stable-62.0.3202.62  with  clean profile (without any apps and extensions) & let us know your observations on the same.

Looks like the problem is gone after updating to the lastest version of chrome Version 62.0.3202.62 (Official Build) (64-bit).
