Migration to MILO consoles: define consoles with buildbot and LUCI builders early

MILO doesn't support backfilling of builds into console (and won't in the near future), we need to define consoles as soon as possible on -dev and prod instances.

This should cover all chromium ones.

Well, it's still a good idea to do so at the beginning of migration of any single CI builder, but it's not something Foundation team should do right now.
