[Start/Login Screen] Password field is missing padding between start of underline and start of text

Issue description

Chrome Version: 64.0.3242.0, 63.0.3230.0
OS: CrOS

What steps will reproduce the problem?
(1) Boot to login screen
(2) Enter a password

What is the expected result?
the first character (dot) of the password should have a little bit of padding from the start of the underline

What happens instead?
first character of the password looks like it starts before the underline or is aligned exactly.

Seen on caroline, samus, and minnie on the new(m61+) login and lock screens.

It is probably such a small fix. Zach, what do you say? Can we address this in M64 PE?

Views-based lock is launching in 64 but we probably want to address for sign-in.
any chance this will still make it in m64?
