Tab strip is empty in fullscreen

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.62 Safari/537.36

Steps to reproduce the problem:
1. Open the browser 
2. Enter fullscreen with the green window action
3. Run the mouse to the top of the screen to show the tab bar

What is the expected behavior?
Normally you would be able to see at minimum one open tab and the 3 mac window dots (red/yellow/green)

What went wrong?
When in fullscreen, there are no visible tabs or window controls. The cursor still changes to a hand like something is there, but clicking does nothing.

Did this work before? Yes Chrome 61

Tested the issue on Mac OS 10.12.6 (Retina & Non-Retina) using chrome M62 #62.0.3202.62 and M64 #64.0.3242.0 and issue is not reproduced.

Attached screencast for reference.

@brentjett-- Could you please try in fresh chrome profile without any extensions and flags enabled and update us with your observations.

Summary: Tab strip is empty in fullscreen (was: Tab bar is blank in fullscreen)
I can reproduce in 62.0.3202.38 with the following steps:

1. Create a new window
2. Cmd-T to add a tab (call it Tab B)
3. Drag Tab B out to its own window
4. Click the fullscreen button in Tab B's window

Tab B's tab will not be visible.

Similar to  Issue 775357  so assigning to sdy@.

Latest Canary#64.0.3243.0 doesn't have this issue on OS X 10.13.1 Beta [17B35a]. Let me see which change has caused this fix.

The similar  issue 775357  seems also be fixed in Canary 64.0.3243.0 for me.

As per https://bugs.chromium.org/p/chromium/issues/detail?id=761294 , not sure why we didn't merge this fix to M62 branch though it's clearly regressed there?
