1. Open app launcher in ChromeOS
2. Swipe up from bottom of the screen to see launcher fullscreen
3. Attempt to scroll apps by swiping vertically on the left or right sides of the screen

What is the expected behavior?
Apps should scroll vertically

What went wrong?
Apps do not scroll. Swipe is not registered.
