Context Menu should appear on Touch-Down, not Touch-Up

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36
Platform: 9901.46.0 (Official Build) beta-channel caroline

Steps to reproduce the problem:
1. open the ChromeOS launcher
2. Long Press on an app icon

What is the expected behavior?
Context Menu should appear to enable user to uninstall the app

What went wrong?
The context menu does not appear until release. When the user does not immediately see a context menu on touch-down, one's instinct is to move the icon to see if some sort of delete mechanism appears. On movement, the context-menu-on-release is disabled.
