Startup pages not opening with Ephemeral Mode

Issue description
UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36
Steps to reproduce the problem:
1. User policies are managed by a G Suite account in the Google Admin console.
2. Ephemeral mode is enabled for all users ('Force Ephemeral Mode' set to 'Erase all local user data')
3. There are two company portals, and a link to gmail, listed under 'Pages to Load on Startup'.
What is the expected behavior?
I would like the Pages to Load on Startup to appear in tabs when the user signs into Chrome.
What went wrong?
After the user signs into chrome, a new tab page is displayed instead of the three startup pages.

Hello, I could not reproduce the issue you mention locally. Have you also set the policy "Action on startup" (https://www.chromium.org/administrators/policy-list-3#RestoreOnStartup) to the value "Open a list of URLs" which is required for the other one to take action. Can you please confirm that this fixes your issue? A related issue we are working on is to make sure that some welcome screens are not shown when the startup urls policy is specified. This issue will cause that not only your defined pages but also those standard welcome screens appear on every run because with ephemeral profile every run is considered first run.

I do not see that policy on the admin page. Here is a list of what can be set through the google admin console: https://support.google.com/chrome/a/answer/2657289?hl=en#startup Attached is a screenshot of the current startup policies.

+blumberg, +georgesak Sorry I only now connected the dots in your first post that you manage policies over the cloud. The problem is that forcing ephemeral mode causes the profile to be deleted when the browser is closed which also clears the signed-in status and the policy with it so on the next run the start up pages are gone. It does make sense to load the pages specified there after the user signs in though. Matt, WDYT?
