The new flags page doesn't work with TalkBack

Project Member Reported by wychen@chromium.org, Oct 17 2017

Issue description

Chrome Version: M63 and M64
OS: Android

What steps will reproduce the problem?
(1) Enable TalkBack
(2) Visit chrome://flags
(3) Make sure the flags page is in the new format

What is the expected result?
The page is usable with TalkBack, including the built-in "search flags" filter.

What happens instead?
The page is not usable.

The new flags page is introduced in M63. The old chrome://flags works fine.

This was last reproduced in M63, closing now. One smaller issue with this page is the scroll order of the "Unavailable" tab - it should appear after the "Available" tab, but instead it appears after the end of the list of available flags.
