Steps to reproduce the problem:
1. Goto Files>GDrive>Settings (3-dot) menu and check "don't use mobile data for sync"
2. Disable Wifi and Connect to mobile network.
3. Pin a file which was not previously pinned.
4. Observe that sync message is displayed in the status area of Files app. Although, syncing doesn't progress.
5. Now Goto GDrive>Settings (3-dot) menu and uncheck "don't use mobile data for sync"


What is the expected behavior?
At step 4: Sync message should not be displayed.
At step 5: Syncing should progress with mobile data. 

Actual behavior?
Even though the option 'don't use mobile data for sync' was unchecked, Sync operation didn't continue using mobile data.
