Clear Browsing Data Dialog: time selection menu is clipped on Windows

In the CBD dialog on Windows the (native) time range menu is clipped. There is no border on the right and bottom while the border on the left and top looks to thick.

This only seems to happen at 225% dpi. 
At 100% and 200% it looks fine.
At 225% other menus are broken as well so it looks like a more general issue?

This seems to be broken on all <select> tags at 225% scaling:
