Issue descriptionChrome Version: M62(ish) OS: Win7 What steps will reproduce the problem? (1) startup chrome (2) status bubble appears before window it associated with What is the expected result? I would either expect the status bubble to show after the window, or at the same time, but not before. For the status bubble we force software compositing [1], maybe software composited windows end up showing before the parent? The comment for [1] mentions a bug Antoine owns (125248), so cc'ing him. I've run with the GPU disabled for a few days now and haven't noticed the status appearing before the browser. That said, I could not easily reproduce this before, so it's possible it's still there.

Software composited ui::Compositors do start up faster potentially cuz they don't need to wait for the gpu process to start up and make a context. It's possible the ui code is not waiting for the parent window's ui::compositor and just showing it as soon as the Compositor allows?

I don't think there's anything to make individual ui::Compositors hide until another Compositor is shown and it seems like the wrong layer for it. Sky can you take a look from the aura side or pass it on?
