Show a Help bubble when Smart Select first activates

It would be nice to show an informative notice when Smart Selection first activates in Chrome.  Since Smart Selection is similar to Contextual Search (which requires privacy consent) it may be surprising to users that there's no privacy consent for Smart Selection.  Showing In-product Help in this case could help avoid confusion.
