ForceBrowserSignin screen looks phishy

Issue description

Chrome Version: ToT

What steps will reproduce the problem?
(1) Enable ForceBrowserSignin policy
(2) Start Chrome with a fresh user data dir
(3) Click on "You" in the profile picker

What is the expected result?
A reasonable window should be drawn.

What happens instead?
A fake window is drawn inside the profile picker window which cannot be moved independently and uses different window decorations that the profile picker window (cf. attachment).

Hey Max, do you have an opinion on this or maybe can provide context?
We use tab-modal dialogs on other platforms, see attachment. I'm not sure why Linux deviates from this. I agree that the window and custom (?) window controls feel untrustworthy.
