Non-Regression : No focus is observed for screenshot or saved Image on pressing 'Tab' button

Issue description

Chrome Version:  63.0.3239.7/10032.4.0 dev-channel Daisy,Candy and Reks
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Press 'Ctrl+F5(Overview Mode Button)' for screenshot or Download any Image
(2)Now immediately press 'Tab' button and observe for Focus (Please refer Video)

Expected:  After taking screenshot or Downloading any Image immediately on pressing 'Tab' button focus should be seen
Actual: Instead no focus is observe 

This is Non-Regression Issue seen from M-55

@Yoshiki: Please confirm the behavior

Note :
1.Focus is seen again on clicking 'Notification' icon
2.Issue is seen on latest M-64 also

This is expected. Popup notification never gets the focus. To focus to the notification, please open the message center at first.

Focus is seen without clicking on Notification Icon,steps to reproduce:

1)Press 'Ctrl+F5(Overview Mode Button)' for screenshot or Download any Image
2)Now immediately click on 'Collapse notification' and again on  'Expand notification' 
3)Now press 'Tab' button and observe Focus is seen on 'Collapse/Expand notification' Icon , 'Close' Icon and 'COPY TO CLIPBOARD' and (Please refer 'FocusSeenOnClickingCollapseIcon' Video )

But as per comment #1  to get focus on the notification, need to open the message center at first

Yes, clicking a popup moves the focus to the popup (actually, popup window). But there should be no way to move the focus to a popup using only keyboard.

Without clicking by mouse, a popup does never steal the focus from other windows. It's the expected behavior.
