What steps will reproduce the problem?
(1)Sign in to user -> Sign out -> In Sign-Out Screen -> Hover mouse at User Id den Drop down is seen
(2)Now Press 'Tab' Button until focus reaches to 'Password' field -> Now again press 'Tab' Button -> so Focus is now on Drop down
(3)Observe there is no ripple effect or Grey Focus for Dropdown (Please refer Video) 

Expected: Tab Focus should be seen on 'Drop down' available at User Id 
Actual: Instead tab focus is seen missing for 'Drop down' available at User Id 

This is Non-Regression Issue seen from M-55

@wzang : Please confirm the Issue

Note : Issue is seen on latest M-64 also
