Regression: chromevox navigation is not proper in OOBE screen

Chrome Version: 63.0.3239.7/10032.4.0 dev-channel Candy,Daisy,Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build>> In OOBE screen, click on Accessibility
(2)Enable Chromevox and keep tabbing in OOBE screen and observe(Refer video)

Expected: Chromevox navigation should be proper
Actual: Instead, chromevox navigation is not proper

This is Regression issue as same is working fine in M55

@dmazzoni : Please confirm the issue

NOTE: 1. Issue is not seen on Linux and Windows
      2. Issue is also seen on M-57

I don't see the bug.

The UI totally changed, so some differences are to be expected.

Can you describe in words exactly what focus behavior seems *wrong* (as opposed to different)?

Adding a11y-testers for their feedback too.

Hi Keerthana,

Thanks for these excellent videos. I agree with @dmazzoni that the focus is correct. Since you also commented that this is working for you in 65 as you expect, I'm now resolving this bug.
