Issue descriptionChrome Version:64.0.3242.0 (Build official) 98a037253c9ba8c3c0fd2f927c8bc76e7ab2852f-refs/heads/master@{#509211}(32/64 bit). OS: Windows (7,8,10). Steps to reproduce: 1)Launch chrome ,go to 'chrome://settings/languages' and change browser language to french. 2)Now go to 'chrome://flags'and observe. Actual Result:contents on 'chrome://flags' page does not get translated after changing browser language to french. Expected Result:contents on 'chrome://flags' page should get translated after changing browser language to french. This is non-regression issue seen from 'M-63' i.e#63.0.3235.0 Note:Issue is not seen on Mac and Linux OS

This seems to be intentional, as all flags descriptions are hard-coded in the C++ code, see https://cs.chromium.org/chromium/src/chrome/browser/flag_descriptions.cc. |
