Unnecessary hand pointer in seen on header text in chrome://flags

Version Chrome: 64.0.3242.0 98a037253c9ba8c3c0fd2f927c8bc76e7ab2852f-refs/heads/master@{#509211} 32/64
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://flags
2. Mouse hover on header text e.g. 'Override software rendering list' and observe

Actual: Unnecessary hand pointer in seen on header text
Expected: I-beam pointer should be seen on header text

This is Non-Regression issue, seen from ‘M 63’ i.e. 63.0.3235.0
