OS: Ubuntu 14.04, Windows 10 , Mac 10.12.6

What steps will reproduce the problem?
(1)Launch chrome, create fresh profile and open NTP[Let it load completely until doodle is seen]
(2)Open devtools and observe Error/Warnings icon near

Expected: No error/warning icon should be seen.
Actual: Instead unwanted error/warning icon with no number beside it is seen.

This is a regression issue broken in M63.

Good Build: 63.0.3233.0
Bad Build: 63.0.3234.0

You are probably looking for a change made after 506617 (known good), but no later than 506618 (first known bad).
