OS: Windows 10(Touch device).

What steps will reproduce the problem?
1. Launch chrome, navigate chrome://flags and long tap anywhere on page,observe

Actual: Context menu doesn't get open after long tap on page
Expected: Context menu should get get open after long tap on page

This is a non-regression issue, seen from M-63 series as new 'Chrome://flags' page appears from build # 63.0.3235.0

Kindly review the attached screenshot for reference.

Note : Above issue is Windows 10(Touch device) specific and not seen on other OS.
