Disable cache does not disable cached redirects

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Visit a website that answers with a 301 redirect.
2. Disable the cache in DevTools.
3. Visit the website again.

What is the expected behavior?
The website is requested from the remote.

What went wrong?
Chrome pulls the 301 redirect from cache and follows it.

Chrome version: 61.0.3163.100  Channel: stable

Going to "gmail.com" with disabled cache reliably reports 301, no disk cache.
