Regression : Weird behavior of header part of devtools window is seen while dragging it downwards.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now dock devtools window to bottom and press 'Esc' key to open console drawer.
3. Now drag devtools window to bottom,observe

Actual: Weird behavior of header part of devtools window is seen while dragging devtools window to bottom
Expected: Weird behavior of header part of devtools window should not be seen while dragging devtools window to bottom

This is regression issue, broken in ‘M 63’ and will soon update other info :

Using the per-revision bisect providing the bisect results,
Good build: 63.0.3236.0 (Revision: 507287).
Bad build: 63.0.3237.0 (Revision: 507841).

You are probably looking for a change made after 507560 (known good), but no lat
er than 507561 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Thank you for the report, I can reproduce when the drawer is set to 'Console'.

This request has been open for awhile, and with our current priorities, it does not seem like it will be fixed soon.  Archiving this for now.

I haven't found a simple fix for this, and any change would likely be fragile to Blink changes.
