Tab crashes when navigate forward by ChromeVox

Issue description

Chrome Version: 64.0.3243.0
Chrome OS Version: 9900.0.0
Chrome OS Platform: Kevin

Steps To Reproduce:
(1) Turn on ChromeVox
(2) Start Files app. Find the sort direction indicator in the table header. For example, if it's sorted by name ascending, "Name ▴".
(3) Type [Search]+[left arrow] key several times to Move focus to the sort key column. [Name ▴]
(4) Type [Search]+[down arrow] key to move focus to the triangle indicating the sort direction. [▴]

Expected Result:
ChromeVox describes the focused item.

Actual Result:
The Files app. shuts down right after focusing the indicator.


How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
Always.

What is the impact to the user, and is there a workaround? If so, what is
it?
It closes the app suddenly without any notice, and the focus moves to another app.


This did not reproduce on M60.
I confirmed this is also reproducible with chromiumos-chrome on my workstation.

Summary: Tab crashes when navigate forward by ChromeVox (was: Files app. shuts down when focusing sort direction indicator by ChromeVox navigation)
I found this is not specific to the Files app. It also happens with the browser in some pages.
So I am changing the Issue summary.

REPRO STEPS:

(1) Open https://jsfiddle.net/
(2) Move focus to the "CSS" button in the upper right part of the page using navigation keys.
(3) [ChromeVox]+[downarrow] to navigate forward.

Then the browser tab shows this error message:

Aw, Snap! Something went wrong while displaying this webpage.
------------

Here is an alternative way to reproduce a bit easier:
(2') Hit [Tab] to move focus inside somewhere in the document.
(3') Hold [ChromeVox]+[downarrow] keys to navigate forward repeatedly.


The error happens on some pages other than referred above, but others don't.
For example, it reproduced on en.wikipedia.org/wiki/Main_Page, but did not on www.chromium.org/ .

I haven't got the exact cause, but it seems to happen when focus is moved to some specific type of elements like:
- list bullet
- toolbar button

We're repeatedly hitting a NOTREACHED(), AXLayoutObject.cpp:1914.
NOTREACHED shouldn't be used for something that really does happen. We should replace it with a DCHECK if we want to catch it in debugging but not cause crashes for end users. A few canary instances have DCHECK enabled too.
