Add to shelf broken starting in version 62 Beta channel, You can pin to shelf but cannot open pinned sites

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 10025.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3236.0 Safari/537.36 Platform: 10025.0.0 (Official Build) dev-channel cave Steps to reproduce the problem: 1. Upgrade to version 62 Beta channel 2. Pin a website to shelf 3. try to open website by clicking on the link created on shelf or launcher What is the expected behavior? open the website either in tab or standalone window depending on the setting for the shelf icon What went wrong? does nothing when clicking on the shortcut on the launcher or shelf Did this work before? Yes 61 Stable Chrome version: 63.0.3236.0 Channel: n/a OS Version: 10025.0.0 Flash Version: Flash 27.0.0.159 This is broken in beta and dev channels. We have many users in our company that are using this feature and if broken goes to stable channel there will be many incidents

Case #14093560 was opened with enterprise support for this issue. Only seems to be happening on production account on device, not able to replicate with gtest account or personal account on the same machine using same build and channel.
