a11y Chrome OS: bookmark button does not indicate status

Issue description

ChromeOS Version 63.0.3238.0 (Official Build) canary (64-bit)
Firmware Version Google_Samus.6300.174.0

What steps will reproduce the problem?
(1) Navigate to the Omnibox using shift + tab
(2) Linear navigate to the bookmarks button by pressing search + right
(3) Press the space bar while focus is on the bookmarks button to access field to enable or disable the bookmark. 

In both cases where either the page is bookmarked or not, ChromeVox says "Edit bookmark for this page Button" and doesn't indicate the status of the button.

This happens regardless of if the bookmark is invoked via ChromeVox keys or via the mouse. I tried the following additional ways to bookmark with the same result:
- Ctrl + D 
- More menu > Bookmarks > Bookmark this page
- Disable ChromeVox and use mouse to toggle
