To reproduce this failure run browser_tests with --enable-features=NetworkService. I will continue to investigate the reason for the divergent behavior.

I am adding these tests to the filter because it appears that the whole ExtensionBindingsApiTest suite fails when run with the Network Service enabled.

Disable new ExtensionBindingsApiTests with NetworkService

These new tests (added in r508890) time out when run with the Network
Service enabled. This does not appear to be a new issue as other tests
from this suite were already marked as failing.
