Hide bottom nav when omnibox is selected

We're seeing usage of bottom nav when omnibox is selected at less than 2%. We should hide the bottom nav to leave more space for suggestions and reduce the animation jank that results in it being there.

We have a similar  issue 731304  to hide the bottom nav bar when searching history/bookmarks/downloads.
