Opening a new tab, freezes the previous one.

Issue description

Device name:
Nexus 6P

From "Settings > About Chrome"
Application version: 61.0.3163.98
Operating system: Android 8.0.0; Nexus 6P Build/OPR5. 170623.007

URLs (if applicable):
m.facebook.com

Steps to reproduce:
(1) Search for 'Bored Panda' in Facebook and go to it's page.
(2) Find a story which has a long scrolling page (I tried '10+ Jokes About Italians That Will Make You Laugh Out Loud'.)
(3) Click on it, a new tab opens, scroll the tab down.

Expected result:
The new tab will be correctly scrolled to the end, and when you close it, the previous tab would be OK.

Actual result:
After scrolling down the second tab to some extend, it just shows blank.
After hitting 'back' and returning to previous tab, the first tab freezes for around 10 seconds.

Tested the issue in Android and could reproduce the issue.

Steps Followed:
1. Launched Browser
2. Navigated to facebook.com, logged in with valid credentials 
3. Searched for Bored panda and opened an article an in a n other tab
4. Observed blank page and freezing of the first tab

Chrome versions tested:
61.0.3163.98, 64.0.3257.0

OS
Android 8.0.0

Android Devices
8.0.0; Nexus 6P Build/OPR5.170623.013

This seems to be a Non-Regression issue as same behavior is seen since M58. Untriaged for further input's.
