Refactor chrome_infra/Project/*

Issue description

All of these pages are broken because the names of projects have changed. Further, the names of projects have diverged. For example, v8 is now "v8__gerrit__" in Monarch and "chromium/v8/v8" in cq_attempts. We should rewrite these pages to be a single oneaux page with a project and builder drilldown. We can then map Monarch project to cq_attempts cq_name to get the project name for querying cq_attempts in Dremel.

(And to be clear, the unified names should be of the form "chromium/v8/v8", not the transitional __gerrit__ ugliness.)
If that's the case, then this change isn't totally necessary. It's still a good idea, but not totally necessary. When will transitional ugliness be over?

I'm not sure, tandrii@ is owning the removal of Rietveld-specific code from the CQ. That should include fixing the __gerrit__ names, but I don't know what the timeline on that particular piece is.
I don't have an ETA for __gerrit__ hack elimination. I'm fairly certain that it won't happen before end of October. The work is handled in issue 770592, on which I work only when blocked on other stuff.
Cool. I'll go ahead w/ the refactor then because it's a good idea anyway. 
This refactor is actually a little bigger than I expected. I'm just going to fix the immediate problem for now and return to this later.
