Slowness and high GPU Process usage in DevTools on iMac after changing window width

Issue description

As described in the title, there's a significant slowness when inspecting elements in Developer Tools, when the browser window size has been changed.

Tested with all plugins deactivated.

Chrome Version       : 61.0.3163.100
OS Version: OS X 10.12.6

What steps will reproduce the problem?
1. Go to any URL and open DevTools (right aligned).
2. Change window width by dragging left edge of DevTools window.
3. Try to inspect elements.

What is the expected result?
– Elements highlight without delay.

What happens instead of that?
– There's a significant delay when moving cursor over different elements. GPU Process usage is high.

Please provide any additional information below. Attach a screenshot if
possible.

Unable to reproduce the issue on the reported chrome version stable 61.0.3163.100 and on the latest canary 64.0.3241.0 on Mac 10.12.6 u

@ joakim: Could you please re-try the scenario by creating a new profile 

Please follow below steps to create a New profile
(i). Launch chrome>>go to Settings)
(ii).Under the section headed People, Click on link Manage other people>>Add person

Verify the screen cast and let us know if we have missed any steps from TE end in proces of reproducing the issue

I added a new profile and managed to reproduce the problem – see enclosed screen cast. I'd like to add a couple of thoughts:

- I'm NOT able to produce this when using a small/narrow window. The problem seems to become progressively worse as I increase window width. This leads me to think that it may be related to the iMac's high resolution screen.

- The problem was not present in earlier versions of Chrome.

- I notice GPU Process usage increases also before changing the window-size, so it might not be that relevant.

This problem is absolutely annoying! Responsive development on the iMac is almost impossible
