Headless index.html doesn't print query params properly for pages without title tags

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.52 Safari/537.36 Steps to reproduce the problem: 1. visit any website with headless that doesn't have a title tag and has more than one query param (i.e. https://example.com?foo=bar&baz=qux 2. view the headless index: http 3. localhost:9222 4. you will see the list of pages with the URLs and the QPs will have '&` for the concatenator 5. If you visit the inspector for that link the rendered URL is the correct one without '&' 6. Screenshot examples: https://imgur.com/a/hWcZ9 What is the expected behavior? I would expect the printed URL on the index page to not show the `&` but just display & What went wrong? The incorrect URL is show due to Did this work before? Clearly it is not a functional issue, but having the incorrect URL printed seems sloppy
