Regression: Unnecessary space is seen in notifications

Issue description

Chrome Version: 64.0.3241.0/10038.0.0 dev-channel Kip,Reks and Peppy
OS: Chrome

What steps will reproduce the problem?
(1)Sign-in to user>> Download some file, save any page and take screenshot
(2)3 notifications are seen>> Now click on Notification icon and observe only one notification is seen and unwanted space is seen (Refer)

Expected: All the 3 notifications should be seen
Actual: Instead, Only one is seen and unwanted blank space is seen.

This is Regression issue as same is working fine in 63.0.3236.0/10024.0.0 dev-channel Reks

As I see the attached video, the layout of the message center is broken (eg. no buttonbar). I assume something in Chrome OS may be in a corrupted state for some reason.

I can't repro this on my Eve. Is this issue reproducible your environment on Reks? 
As per comment#1, checked the issue on 64.0.3265.0/10126.0.0 on Reks and observed that issue is working fine.
Hi, this is tagged as a beta blocker for M64.  We're not that far out and this bug hasn't been updated in a while.  Ping?  Thanks...

M64 beta is targeted for next Tuesday (12-Dec); anything we can do to close this out (exa: tag as fixed) and/or retag as stable block is appreciated.   I'll ping the owner as well.  Thanks!

Per comment #2, this regression has already be fixed. I also tested on eve, samus, caroline, but no issue is observed.
