Regression: Unnecessarily the app names are seen missing on hovering in the shelf

Chrome Version: 64.0.3241.0/10038.0.0 dev-channel Kip,Reks and Peppy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> click on App Launcher ->Hover on added Apps and observe app names are seen missing (Refer video)

Expected: On hovering,  App names should be seen
Actual: Instead, App names goes missing on hovering

This is Regression issue as same is working fine in 63.0.3236.0/10024.0.0 dev-channel Reks
