What steps will reproduce the problem?
1. Mouse scrolling down stopped working after Update of Chrome. Doesn't work in most sites ex. https://translate.google.com/. Works at fine  at https://docs.google.com/spreadsheets/ while scrolling table.

Scrolling down should scroll down
