cannot see some setting "prefer html over flash" in newer Version 61.0.3163.100

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.101 Safari/537.36

Steps to reproduce the problem:
1.chrome://flags
2.find "flash in older version we will get settings to prefer html over flash which is not present in latest version 61.0.3163.100
3. 

What is the expected behavior?
prefer html over flash setting should be thier

What went wrong?
flash not getting loaded

Does this work in other browsers? Yes

Able to reproduce the issue on the reported chrome version stable 
61.0.3163.100 and on the latest canary 64.0.3241.0 on Ubuntu 14.04, 
Windows10 and on Mac 10.12.6.

Good build: 61.0.3143.0
Bad build: 61.0.3144.0

You are probably looking for a change made after 449942 (known good), but no later than 449943 (first known bad).
