Regression: Contents in Ubertray turns blank when clicked on it

Chrome Version: 64.0.3241.0/10038.0.0 dev-channel Kip,Reks and Peppy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into user -> In Ubertray ->Click on accessibility, Network or Blutooth or any other icon and observe

Expected: When clicked no icon should turn blank 
Actual: Instead, when clicked icons are turning blank on that instance

This is Regression issue as same is working fine in 63.0.3236.0/10024.0.0 dev-channel Reks

@alemate: Please confirm the Issue 

NOTE: 1. Issue is not seen on Linux and Windows
      2. Unwanted line is seen while tabbed on any toggle button in ubertray(Refer video)

Also, this CL completely broke OOBE status tray display.

This is also causing all App List contents to dissapear.
