Regression : Volume icon,Wi-Fi icon,Keyboard and Battery Icons are seen missing at Uber Tray

What steps will reproduce the problem?ho
(1)Recover Build -> Now observe for Volume icon,Wi-Fi icon,Keyboard and Battery Icons at Uber Tray  (Please refer Screenshot)

Expected: Volume icon,Wi-Fi icon,Keyboard and Battery Icons should be seen  at Uber Tray
Actual: Instead Volume icon,Wi-Fi icon,Keyboard and Battery Icons are seen missing at Uber Tray

This is Regression issue as same is working fine in 63.0.3236.0/10024.0.0 dev-channel Reks

Issue is also seen for Notifications i.e. Settings icon ,Do not Disturb icon,Clear all icon are seen missing(Please refer Video and screenshot)

Found the culprit CL: https://chromium-review.googlesource.com/657258 
But looks like it has been reverted in the morning in https://chromium-review.googlesource.com/c/chromium/src/+/721460. So there is no more action required here.
