Files App: Disk content is not displayed when disk's name contains '#' character

Issue description

Chrome Version: 63.0.3239.0
OS: Chrome OS

What steps will reproduce the problem?
(1) Plug-in an USB with '#' character in its name
(2) Try to access/write to the usb

Before trying to reproduce the issue, please comment out |mount_label| in volume_manager.cc in VolumeManager::OnDiskEvent method.

What is the expected result?
We should be able to see the content (folder and files).

What happens instead?
We don't see the the content and neither we are able to write to the usb.


 
I think this is not a recent regression.
This also happens on M60.
