Support device/geolocation for iOS via the Device Service

Project Member Reported by renjieliu@chromium.org, Oct 16 2017

Issue description

Currently geolocation requires getting device geolocation but it is not available on iOS, it would be nice that iOS can support that.

It's not clear who should own this. Would this be amoylan@ or renjieliu@ ?
Blink>Geolocation may not be the right component since iOS does not use Blink.

I don't think that there's any clear owner for this issue at this point. I wanted it filed so that we could reference it in a TODO in the codebase. Agreed that the component isn't right. Adding the DeviceService label, which *is* appropriate, and also makes it more likely to be tracked since I monitor that label over time.
