Offline pages are not deleted

Some users complaints their offline pages are not deleted, I don't have much knowledge on offline pages, so filed a bug here.

Tested the issue on Chrome Stable# 61.0.3163.98 & Chrome Canary# 63.0.3239.0 on Pixel (Android 8.0.0 / OPR1 170623.027) and Pixel XL (Android 7.1.2 / N2G48E) and could not reproduce the issue. 

@xingliu -- Could you please let me know the devices where the issue is reproducible and if possible also provide a screen cast which would help us to triage further.

Out of 3 reports, the first one may relate to Offline pages while the 2 other reports are about clearing browser data for the sites.

Resolving as a duplicate of another site data bug.

I can not reproduce the offline page issue. Deleting offlined pages from downloads works correctly (long press -> trash can). 
There is a known issue, that users do not discover how to delete downloads and there is currently work being done to improve the ui.

The other feedback reports should be related to 769425.
