mouse scrolling

Issue description

Chrome Version       : 61.0.3163.100
OS Version: 10.0
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5:
  Firefox 4.x:
     IE 7/8/9:

What steps will reproduce the problem?

What is the expected result?  I cannot move my scroll bar at all and when I am in different websites the menu or what ever I am in will scroll itself


What happens instead of that?

Can you please provide the sites you are having issues with?

Have you tried disabling all extensions? And possibly trying it in an incognito window?

OK I try to describe the problem according your steps.

The problem is vertical scrollbar don´t scroll with mouse. This isn´t logitec mouse problem!

Example web page - http://www.itjobs.nike.sk/ (WORDPRESS)

Browser with scroll problem OS Windows:
Chrome 61, 62 - 64bit-32bit - problem here.
Chrome Canary - problem here.
Chrome Incognito mode - problem here.

Browser without  scroll problem OS Windows and Android:
Chrome mobile
Firefox
Internet Explorer
Safari

You can load web page http://www.itjobs.nike.sk/ and try to mouse scroll down.

Yes it´s true.

What happens instead of that?
Nothing - don´t scroll down with mouse.

That page is using a srSmoothScroll listener. That library is broken against Chrome 61 and later because it has a specific user agent check in it for testing a standards mode vs a quirk that Chrome had. Chrome no longer has the quirk.

I suggest you remove the smooth scroll library from that site.
We are having the same issues and our clients as well www.straighrazordesigns.com the mouse wheel scroll does not work in chrome nor firefox, however it does work with IE and Edge. Need resolved, it has to do with the smooth scroll and is effecting many sites.
We're having the same issues with our sister site www.oxitsolutions.co.uk . The scrolling features works fine in IE and Firefox but not in Chrome and like others it is effecting our site. Please can this be address as it was working perfectly before the Chrome updates.

OK thank you, I remove the smooth scroll library and it´works fine.
hello I have the same problem, while loading the scroll works and when it stops loading it freezes :/
