We were unable to repro this issue on Lenovo K3 Note (K50-T3S)/MRA58K, Xiaomi MI3/KTU84P, Samsung Galaxy S8(SM-G950U)/NRD90M on Chrome: 61.0.3163.98

Sorry for inaccurate description, remove the 'always' in the title. This is mostly happen when user don't have sdcard or in cases where the phone storage is full, etc.
