Chrome Crash on Every Windows File System Operation

Issue description

Chrome Version       : 61.0.3163.100
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari: Ok
    Firefox: Ok
         IE:

What steps will reproduce the problem?
(1)on any windows file system operation like save file or similar, chrome crashes immediately 
(2)
(3)

What is the expected result?
Re-launch chrome

What happens instead?
Not sure

Please provide any additional information below. Attach a screenshot if
possible.

Unable to reproduce this issue on the Windows 7, Mac OS 10.12.6 using the latest Canary 63.0.3239.1 and latest Stable 61.0.3163.100.
Couldn't observe any crash while performing windows file system operations like, saving a file, opening a file etc.

Request you to please retry the issue on a new chrome profile without any flags/extensions and if there are any crashes, please provide us the crash ID from chrome://crashes for further investigation of the issue.

Am still facing this issue, and reverted to CentOS which had been solved. I suspect that opening windows file explorer library in chrome is the source of this issue, because in CentOS different interface to save or open files is been used.
